The Republican Integration Contract (CIR) explained

Le contrat d'intégration républicaine (CIR) expliqué

Signed with OFII when you arrive in France, the CIR partly determines the rest of your residence journey. Training, language level, attendance: here is what you need to know so you don’t get into difficulty.

The Republican Integration Contract (CIR) is concluded between the State and the foreign national who settles in France on a long-term basis and wishes to integrate. It is part of the reception programme organized byOFII (French Office for Immigration and Integration).

Who signs a CIR?

The CIR concerns people admitted to residence for the first time and wishing to settle long-term, with some exceptions (students, certain specific situations). It is signed after a personalized interview at OFII, which assesses your situation and needs.

What the contract involves

By signing, you commit to attending the prescribed training:

Why it matters

Compliance with the CIR (attendance, seriousness) is taken into account for the rest of your journey, particularly when a multi-year card is issued.

Language and progress

The language pathway aims to bring you to a level useful for daily life and future procedures. It is an asset for then preparing the levels required for the resident card (B1) or nationality (B2).

The consequences of not complying with a CIR

Failing to attend the scheduled training, without valid reason, can be held against you when your later residence applications are examined. Conversely, a serious record is a favorable factor.

Aligning the CIR with your residence plans

The CIR is not just a formality: it is part of an overall logic. Treating it as a first step toward the multi-year card, then the resident card, helps build a coherent pathway.

Frequently asked questions

Is the CIR mandatory?
For the people concerned who settle long-term, signing and complying with the CIR is part of the integration pathway. Some categories are exempt.
Is the language training paid for?
The training prescribed under the CIR is covered under the conditions set by OFII. The terms depend on your situation.
Is the CIR enough for naturalization?
No. The CIR helps you progress, but naturalization now requires a proven B2 level and passing the civic exam, regardless of the CIR.
What happens if I move during the CIR?
You must keep OFII informed. The training schedule can be reorganized according to your new address.
