A foreign minor child who lives lawfully in France does not need a residence permit before turning 18. But to travel outside France and return smoothly, one document is essential: the travel document for foreign minors (DCEM). Here is what it is for and how to obtain it.
What is the DCEM for?
The DCEM allows a foreign minor child to travel outside France and then return to France (or to the external borders of the Schengen area) without a visa. It certifies that the child’s stay in France is lawful. Without it, the return may be blocked or require a visa.
Who can obtain it?
It concerns foreign minor children lawfully residing in France — for example children who arrived through family reunification, or whose parents are in a lawful situation. The minor has no residence permit; the DCEM acts as a travel document certifying their situation.
Validity period
- Child under 13: valid for 5 years (within the limit of the parent’s permit validity), renewable until adulthood.
- Child aged 13 or over: valid until their 19th birthday.
The DCEM does not replace the passport: the child must travel with a valid travel document (passport) in addition to the DCEM.
How to apply
The application is made to the prefecture, most often online via ANEF. You must gather proof of identity for the child and the parents, evidence that the stay is lawful, proof of address and a photo. A €50 tax stamp is due on delivery.
